Z\u00e1rove\u0148 v\u0161ak pl\u00e1nuje spr\u00edsni\u0165 podmienky pre t\u00fdch, ktor\u00ed u\u017e vlastnia dve a viac nehnute\u013enost\u00ed. Tieto z\u00e1sadn\u00e9 z\u00e1mery zazneli na tla\u010dovej besede NBS d\u0148a 1. j\u00fana 2026.<\/em><\/p>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ke\u010f sa z b\u00fdvania stane investi\u010dn\u00fd n\u00e1stroj<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Z na\u0161ich dlhodob\u00fdch anal\u00fdz vypl\u00fdva, \u017ee hlavnou pr\u00ed\u010dinou extr\u00e9mnych cien nehnute\u013enost\u00ed \u2013 nielen na Slovensku, ale po celom svete \u2013 je skuto\u010dnos\u0165, \u017ee byty a domy sa u\u017e nekupuj\u00fa prim\u00e1rne za \u00fa\u010delom b\u00fdvania, ale \u010doraz viac sl\u00fa\u017eia ako invest\u00edcia na ulo\u017eenie a zhodnotenie kapit\u00e1lu. Invest\u00edcia do nehnute\u013enost\u00ed je medzi finan\u010dn\u00edkmi toti\u017e dlhodobo pova\u017aovan\u00e1 za jednu z najmenej rizikov\u00fdch. Tento trend umelo bi\u010duje dopyt do v\u00fd\u0161in, \u010do v podstate potvrdila aj samotn\u00e1 NBS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ak by sme chceli ceny na realitnom trhu skuto\u010dne skorigova\u0165, v teoretickej rovine existuj\u00fa iba dve cesty: bu\u010f bleskovo pres\u00fdti\u0165 trh mas\u00edvnou novou v\u00fdstavbou, alebo radik\u00e1lne obmedzi\u0165 \u0161pekulat\u00edvne n\u00e1kupy (\u010do by v praxi znamenalo napr\u00edklad zastropovanie po\u010dtu vlastnen\u00fdch nehnute\u013enost\u00ed na jednu dom\u00e1cnos\u0165\/osobu). Obe rie\u0161enia s\u00fa v\u0161ak v re\u00e1lnom svete extr\u00e9mne \u0165a\u017eko realizovate\u013en\u00e9. Okrem obrovskej byrokratickej z\u00e1\u0165a\u017ee pri povo\u013eovan\u00ed stavieb, \u00fazemn\u00fdch obmedzen\u00ed \u010di z\u00e1sahov do vlastn\u00edckych pr\u00e1v jednotlivca, by proti tak\u00fdmto krokom okam\u017eite ostro vyst\u00fapila siln\u00e1 developersk\u00e1 lobby a majetnej\u0161ie vrstvy obyvate\u013estva. Tie u\u017e toti\u017e do real\u00edt investovali obrovsk\u00fd majetok a pri poklese cien by \u010delili mas\u00edvnym finan\u010dn\u00fdm strat\u00e1m.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoci viceguvern\u00e9r Vladim\u00edr Dvo\u0159\u00e1\u010dek a riadite\u013e odboru makroobozretnostnej politiky Marek Li\u010d\u00e1k z NBS <a href=\"https:\/\/www.youtube.com\/watch?v=-0hR05AApFw&amp;t=1s\">uviedli<\/a>, \u017ee bezprostredne neo\u010dak\u00e1vaj\u00fa dramatick\u00e9 rie\u0161enie probl\u00e9mu na trhu, aktu\u00e1lny legislat\u00edvny krok centr\u00e1lnej banky vn\u00edmame ve\u013emi pozit\u00edvne.<\/p>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>O \u010do presne ide? Nov\u00e9 pravidl\u00e1 pre LTV<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/nbs.sk\/financna-stabilita\/otazky-a-odpovede-k-zavedeniu-rozdielnych-limitov-pre-ltv\/\">NBS zav\u00e1dza rozdielne limity pre ukazovate\u013e zabezpe\u010denia \u00faveru k hodnote nehnute\u013enosti (LTV).<\/a> V s\u00fa\u010dasnosti plat\u00ed \u0161tandard, \u017ee banka klientovi preplat\u00ed maxim\u00e1lne 80 % z ceny kupovan\u00e9ho bytu \u010di domu \u2013 zvy\u0161n\u00fdch 20 % mus\u00ed ma\u0165 \u017eiadate\u013e nasporen\u00fdch z vlastn\u00fdch zdrojov alebo si zvy\u0161n\u00fdch 20% zapo\u017ei\u010d\u00e1 inde, tak aby banka nezistila, \u017ee potrebn\u00e9 peniaze s\u00fa po\u017ei\u010dan\u00e9. Po novom sa v\u0161ak trh rozdel\u00ed na dve skupiny:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Mlad\u00ed do 35 rokov (k\u00fapa prvej alebo druhej nehnute\u013enosti): Limit LTV sa pre nich pos\u00fava a\u017e na 90 %. Na \u0161tart im tak bude sta\u010di\u0165 naspori\u0165 iba 10 % z hodnoty bytu namiesto doteraj\u0161\u00edch dvadsiatich, \u010do v\u00fdrazne zn\u00ed\u017ei vstupn\u00fa bari\u00e9ru k vlastn\u00e9mu b\u00fdvaniu.<\/li>\n\n\n\n<li>Investori (vlastniaci 2 a viac nehnute\u013enost\u00ed): Pri ka\u017edej \u010fal\u0161ej hypot\u00e9ke sa ich limit LTV zn\u00ed\u017ei na 70 %. To znamen\u00e1, \u017ee ak bud\u00fa chcie\u0165 k\u00fapi\u0165 \u010fal\u0161\u00ed investi\u010dn\u00fd byt, bud\u00fa musie\u0165 dolo\u017ei\u0165 a\u017e 30 % z vlastn\u00e9ho vrecka.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Cie\u013eom regul\u00e1cie je jasne oddeli\u0165 dopyt po z\u00e1kladnej \u017eivotnej potrebe od \u0161pekulat\u00edvneho kapit\u00e1lu, u\u013eah\u010di\u0165 \u0161tart mladej gener\u00e1cii a z\u00e1rove\u0148 ochladi\u0165 investi\u010dn\u00fd apet\u00edt bohat\u0161\u00edch skup\u00edn.<\/p>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Po\u010det bytov verzus po\u010det dom\u00e1cnost\u00ed<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Predstavitelia NBS na <a href=\"https:\/\/www.youtube.com\/watch?v=-0hR05AApFw&amp;t=1s\">tla\u010dovej konferencii<\/a> prezentovali aj \u0161tatistick\u00e9 d\u00e1ta, pod\u013ea ktor\u00fdch po\u010det bytov na Slovensku rastie r\u00fdchlej\u0161ie ako samotn\u00fd po\u010det obyvate\u013eov. Na tomto mieste by sme v\u0161ak radi pon\u00fakli d\u00f4le\u017eit\u00fd metodologick\u00fd postreh: v s\u00fa\u010dasnej sociologickej situ\u00e1cii by bolo zauj\u00edmav\u00e9 porovn\u00e1va\u0165 pr\u00edrastok bytov nie len s po\u010dtom jednotlivcov, ale aj s po\u010dtom dom\u00e1cnost\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Riadite\u013e quid est VERITAS Samuel Matej\u00ed\u010dka k tomu dod\u00e1va:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201ePo\u010das n\u00e1\u0161ho v\u00fdskumu v\u00fdvoja japonskej strednej triedy na Tokijskej univerzite v roku 2019 sme narazili na paradoxn\u00fd \u00fakaz. Napriek tomu, \u017ee v Japonsku preuk\u00e1zate\u013ene klesal celkov\u00fd po\u010det obyvate\u013eov, celkov\u00fd po\u010det dom\u00e1cnost\u00ed na\u010falej r\u00e1stol. Pr\u00ed\u010dinou je demografick\u00fd posun. Nov\u00e9 dom\u00e1cnosti toti\u017e netvoria tradi\u010dn\u00e9 viacpo\u010detn\u00e9 rodiny ako v minulosti, ale dominantne slobodn\u00ed mlad\u00ed \u013eudia \u017eij\u00faci samostatne. Ke\u010f\u017ee mlad\u00ed Japonci odkladaj\u00fa alebo \u00faplne odmietaj\u00fa zakladanie rod\u00edn, \u010dist\u00fd po\u010det dom\u00e1cnost\u00ed \u0161tatisticky st\u00fapal, hoci celkov\u00fd po\u010det obyvate\u013eov klesal.\u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ak v rozvinut\u00fdch krajin\u00e1ch, medzi ktor\u00e9 sa rad\u00ed aj Slovensko, prebiehaj\u00fa podobn\u00e9 kult\u00farne a spolo\u010densk\u00e9 trendy ako v Japonsku (hoci zatia\u013e nie v takej extr\u00e9mnej intenzite), porovn\u00e1vanie bytov\u00e9ho fondu s \u010dist\u00fdm po\u010dtom obyvate\u013eov m\u00f4\u017ee by\u0165 metodicky nepresn\u00e9. Na Slovensku je v\u0161ak tento trend pod\u013ea <a href=\"https:\/\/datacube.statistics.sk\/#!\/view\/sk\/vbd_sk_win2\/ps1802rs\/v_ps1802rs_00_00_00_sk\">\u00fadajov \u0160tatistick\u00e9ho \u00faradu<\/a> nebadate\u013en\u00fd, vieme, \u017ee slovensk\u00e9 \u0161tatistiky s\u00fa v\u00fdrazne deformovan\u00e9 fenom\u00e9nom tzv. mama-hotelov. Slov\u00e1ci toti\u017e \u0161tatisticky \u017eij\u00fa s rodi\u010dmi najdlh\u0161ie v E\u00da (rad\u00ed sa medzi tak\u00e9ho krajiny). Ve\u013ek\u00e1 \u010das\u0165 z nich pritom v realite u\u017e d\u00e1vno b\u00fdva v podn\u00e1jmoch vo v\u00e4\u010d\u0161\u00edch mest\u00e1ch, av\u0161ak kv\u00f4li byrokracii si nemenia trval\u00fd pobyt alebo nerie\u0161ia prechodn\u00fd pobyt a zost\u00e1vaj\u00fa nada\u013eej evidovan\u00ed u rodi\u010dov. De facto tak tvoria samostatn\u00e9 single dom\u00e1cnosti, hoci de jure s\u00fa st\u00e1le zap\u00edsan\u00ed v jednom dome s rodi\u010dmi, \u010do nar\u00fa\u0161a premietanie reality do \u0161tatist\u00edk. D\u00f4le\u017eit\u00fdm faktorom ovplyv\u0148uj\u00faci \u0161tatistiky je aj fenom\u00e9n, ke\u010f vo ve\u013ekom mlad\u00ed nezadan\u00ed \u013eudia zdie\u013eaj\u00fa jednu dom\u00e1cnos\u0165, \u010di u\u017e cestou pren\u00e1jmu jednej miestnosti vo viacizbovom byte alebo pren\u00e1jmom viacizbov\u00e9ho bytu ako skupina. Aj to je \u010fal\u0161\u00ed zo sympt\u00f3mov s\u00fa\u010dasnej v\u00e1\u017enej kr\u00edzy b\u00fdvania.<\/p>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Z\u00e1ver<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spr\u00edsnenie podmienok pre investi\u010dn\u00e9 byty zo strany NBS je nepochybne krok spr\u00e1vnym smerom, no pri s\u00fa\u010dasn\u00fdch trendoch realitn\u00e9ho trhu ide len o pomyseln\u00fd prv\u00fd krok. Ak chceme probl\u00e9m predra\u017een\u00e9ho b\u00fdvania skuto\u010dne vyrie\u0161i\u0165, nezaob\u00eddeme sa bez radik\u00e1lnej\u0161\u00edch syst\u00e9mov\u00fdch zmien.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jednou z men\u0161\u00edch, no cite\u013en\u00fdch \u00faprav by mohlo by\u0165 zavedenie f\u00e9rov\u00e9ho \u0161tandardu zo zahrani\u010dia, kde prov\u00edziu realitnej kancel\u00e1rii neplat\u00ed kupuj\u00faci \u010di n\u00e1jomca, ale pred\u00e1vaj\u00faci a prenaj\u00edmate\u013e, ktor\u00fd si dan\u00fa slu\u017ebu objednal. Na Slovensku je toti\u017e zvr\u00e1ten\u00fdm zvykom, \u017ee tieto nemal\u00e9 finan\u010dn\u00e9 n\u00e1klady zn\u00e1\u0161a t\u00e1 slab\u0161ia strana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Z h\u013eadiska legislat\u00edvy bude v bud\u00facnosti k\u013e\u00fa\u010dov\u00e9 prepoji\u0165 registre tak, aby \u0161t\u00e1t dok\u00e1zal posudzova\u0165 vlastn\u00edctvo nehnute\u013enost\u00ed nie na jednotlivca, ale na cel\u00fa dom\u00e1cnos\u0165 \u010di partnersk\u00fd p\u00e1r. Pokia\u013e by sa limit dvoch nehnute\u013enost\u00ed vz\u0165ahoval na rodinn\u00fa bunku ako celok, zamedzilo by sa \u0161pekul\u00e1ci\u00e1m, kedy ka\u017ed\u00fd z partnerov vlastn\u00ed na seba nap\u00edsan\u00e9 dva investi\u010dn\u00e9 byty. T\u00fdm by sme okam\u017eite skresali priestor pre hromadenie realitn\u00e9ho majetku na polovicu. Iba takto pr\u00edsna regul\u00e1cia dok\u00e1\u017ee v spolo\u010dnosti re\u0161tartova\u0165 z\u00e1kladn\u00e9 ment\u00e1lne nastavenie: \u017ee vlastn\u00e9 b\u00fdvanie m\u00e1 by\u0165 garantovan\u00fdm \u017eivotn\u00fdm pr\u00e1vom, a nie iba n\u00e1strojom na \u0161pekulat\u00edvne podnikanie. Je pravdou, \u017ee v porovnan\u00ed so zvy\u0161kom Eur\u00f3py patr\u00ed Slovensko k absol\u00fatnej \u0161pi\u010dke v podiele rod\u00edn, ktor\u00e9 b\u00fdvaj\u00fa vo vlastnom.
